POLICE OFFICER IS NEVER OFF DUTY. Even if he is in a Civil dress he is a Police officer 2. A POLICE OFFICER CANNOT REFUSE TO FILE A FIR. If he refuses he would come under the scanner and would have to face action. The only thing is the person lodging the case and especially the place where the crime has taken place should fall in the vicinity of that Police station 3.
