Tom hails from a dairy farming background in the south east of Ireland. He was educated at University College Dublin (UCD) and Harper Adams University College Shropshire. He was the UCD Alumni Award winner from the UCD School of Agriculture and Food Science in 2015Tom joined the European Commission in 2014 and served in the cabinet of European Commissioner for Agriculture and Rural Development, for the full five-year mandate. In December 2019 he became a Member of the Trade Commissioner's Cabinet.
