Who invented the concept of democracy?

Led by Cleisthenes, Athenians established what is generally held as the first democracy in 508–507 BC. Cleisthenes is referred to as "the father of Athenian democracy"....

Did Cleisthenes invent democracy?

In the year 507 B.C., the Athenian leader Cleisthenes introduced a system of political reforms that he called demokratia, or “rule by the people” (from demos, “the people,” and kratos, or “power”). It was the first known democracy in the world.

In 508, after a short period of old-fashioned aristocratic party struggles, the Athenian state was comprehensively reformed by Cleisthenes, whom Herodotus calls “the man who introduced the tribes and the democracy,” in that order. The order is important. Cleisthenes’ basic reform was to reorganize the entire citizen body into 10 new tribes, each of which was to contain elements drawn from the whole of Attica.
