Switching as he wrote, the apostle Paul, did so writing in the past tense then changed to the present tense as he identified with the Jews in the church at Rome. For any who had yet to come to saving faith in Jesus Christ, he acknowledged their desire and struggle to live under the Mosaic Law and do so with perfect obedience. A losing struggle to be righteous before God who is holy was an effort in futility no matter how great the effort. By coming to saving faith in Jesus Christ the believing Jew has died to the Law as Paul explained. The struggle Paul wrote of is not the 'normal' Christian life, especially for the Gentiles in the church who were never obligated to keep the Law. As a child of God the power and authority sin is broken so the believer does not live under the control and dictates of indwelling sin but, as will be developed in chapter eight, lives under the control and power of the indwelling Holy Spirit of God.
