Hotel quarantine outbreaks have occurred in Melbourne, Sydney, Brisbane and now Perth. So you might think that by now the states and territories would be on the same page when it comes to when a border needs closing. But the only state to follow the Commonwealth definition of a hotspot and response is New South Wales, with Premier Gladys Berejiklian confirming their border will remain open to West Australians.
