Isaiah presents God as being both.
Transcendent: Beyond or above the range of normal or physical human experience. Surpassing the ordinary; exceptional, existing apart from, and not subject to, the limitations of the material universe.
Immanent: Existing or operating within; inherent, permanently pervading and sustaining the universe.
