Victoria's Independent Broad-based Anti-corruption Commission (IBAC) has claimed its first scalp on day one of public hearings into the alleged misuse of taxpayer-funded staff and community grants.

Minister for child protection, disability, ageing and carers, Luke Donnellan, resigned from Cabinet after being accused of branch stacking by federal Labor MP Anthony Byrne.
