Victorians are waking up to their fourth lockdown as the state tries to put a lid on a growing COVID-19 cluster that's already reached 26 cases and 150 exposure sites.

They'll be allowed to leave home only for essential reasons, including to get a vaccination, which has had such a rapid surge in demand that the state's vaccine booking system crashed yesterday.
