Cabs, coupons and coffees are being offered as health authorities try to keep Auckland's stalling vaccination campaign rolling.
At least 83 percent of eligible Aucklanders have now had their first jab.
That has some health officials conceding defeat when it comes to that goal of reaching 90 percent prior to decision day next week.
