Less than a quarter of those sent initial invitations to the country's first mass Covid-19 vaccination event booked a slot.
The three-day event starts Friday at the Vodafone Events Centre in Manukau and aims to reach at least 15,500 people.
It was supposed to be limited to the Manukau Institute of Technology students and their families to try stop the event being overrun with vaccine hopefuls.
But of the 12,500 students and teachers invited to book a slot, just 3000 signed up.
The head of the roll out for Auckland Alex Pimm told health correspondent Rowan Quinn they then sent invitations to 140,000 Aucklanders to get numbers up - and they now have enough.
