If adopted fully by the government, the Climate Change Commission's plan to reduce emissions would represent the most dramatic attempt by New Zealand to fight climate change.
But Greenpeace says that while parts of the plan make sense, it's all too little, too late. Steve Abel is a senior campaigner from Greenpeace.
