Farmers say forcibly reducing herd sizes to achieve climate goals could hurt New Zealand's agricultural success and end up causing more emissions.
The Climate Change Commission says cow and sheep numbers will need to drop 13.6 percent by 2030, if farmers can't sufficiently reduce methane emissions.
Some in the rural sector say its too much to take on and treating all farms in the same way won't work.
