It's the biggest intake of foreign students since the borders closed two years ago - but schools and tertiary institutions say it's nowhere near enough.
From Thursday they can start nominating students for their share of 5000 places available from the middle of the year.
Thousands of students will miss out as the number of spaces falls way short of demand.
