In New South Wales, only a third of staff at an aged care facility where two workers have tested positive for Covid-19, have been vaccinated.
Three elderly residents have also tested positive.
The daughter of one resident told the ABC unvaccinated staff who brought the virus in are "a disgrace".
There has been a total of 277 community cases of the virus since the start of the outbreak on June 16, with 17 of these remaining mystery cases.
Sydney's current Covid-19 outbreak began when a limousine driver working at the airport became infected.
ABC reporter Lara Hyams spoke to Corin Dann.
