The planned overhaul of First Home Grants has been put off until next year.
The number of grants approved this year is on track to be the lowest since the scheme began seven years ago, despite a caps lift in April.
The grants offer up to $10,000 dollars towards a buyer's first home or $20,000 thousand for a couple. 
Housing Minister Megan Woods says a proposal to improve the scheme is ready for Cabinet approval but the opposition says it's too little too late. 
First Home Buyers' Club spokesperson Lesley Harris is questioning why the Government is bothering with caps at all. 
She spoke to Susie Ferguson.
