Dunedin City Council wants to lump an extra 3000 homes on to its district plan after admitting current ambitions aren't nearly high enough.
Projections suggest at least 5400 houses are needed over the next decade but construction isn't keeping pace.
The council is hopeful zoning changes to its district plan can free up more building.
