A state of emergency has been declared for the entire Gisborne Tairāwhiti region, large parts of which have been swamped by torrential rain. 
Homes have been evacuated, many households have lost power, and large swathes of State Highway 35 around East Cape are under deep water. 
Civil Defence says there are power outages and flooding in Ruatoria, and the police say the bridge at Tokomaru Bay is washed out.
There are slips in Tolaga Bay Gorge, with flooding across the road making it suitable only for four wheel drives.
Emergency Management Minister Kiritapu Allan told Morning Report it's a "significant weather event" and the Government will provide support as required.
