A draft government document warns the return of foreign students could worsen housing and teacher shortages, enrich some institutions but not others, and create over-reliance on students' fees.
That's got education leaders worried the government wants to significantly restrict enrolments in an industry that used to be worth more than $5 billion and attract more than a 100,000 students a year.
