Judith Collins told Morning Report that the housing announcement was a broken promise.
She said the Government has failed to address the supply of housing stock, and instead has passed costs on to renters.
Collins said the impact of the new housing policies will mean the costs on landlords will go through the roof and will be passed onto tenants.
