Fewer people have attempted to escape managed isolation and quarantine facilities since police decided to prosecute all absconders.
Sixty-two people broke the rules in the year after MIQ was opened, in a total of forty-four separate incidents, but just three of those happened in the first four months of this year.
RNZ reporter Ben Strang spoke to Philippa Tolley.
