A homeless mother with six young children and a newborn had to pitch a tent during a storm after she said Work and Income declined to help her.
Mariska Kruger, from Napier, says the agency knew about the baby and her plan to sleep in a tent, but was told repeatedly there was nothing it could do.
Work and Income denies that happened.
A member of the public who found the Kruger family camping, took them in and helped find emergency accomodation.
That person was Hawke's Bay counsellor Lisa Cunliffe, who spoke to Corin Dann.
