Consumer advocates and electricity retailers say new guidelines designed to protect customers from having their power cut off don't go far enough, and vulnerable people remain at risk.
Two years ago the government's review into electricity prices found the current voluntary arrangements were not good enough and formal protection would be required within a year.
The standards, which are more than a decade old, have been reviewed and will be released next week, but remain voluntary.
