A review of the Well Child Tamariki Ora programme has found it's falling short for M?ori, Pacific, disabled and high needs children.
Wh?nau ?whina Plunket is the largest provider of Well Child Services nationally, covering about 85 percent of the population.
Reporter Sarah Robson asked Plunket's chief executive Amanda Malu whether it too had failed M?ori and Pacific whanau.
