The Education Ministry is struggling to find schools for more than a hundred children who have been excluded - often with a history of violent behaviour.
One school principal who's had some success taking on children with complex needs says schools must work with parents, social services and health professionals including mental health services, to make it work.
Schools must also have clear education plans and excellent staff.
Berhampore Primary School principal Mark Potter spoke to Susie Ferguson.
