Scepticism is being expressed about the government plans to spend $2.5 billion dollars to ensure the Three Waters reform programme leaves no council worse off.
The scheme will see the country's 67 councils' storm, drinking and waste water moved into the hands of four regional entities.
Water infrastructure across the country is in need of a revamp, with reports saying up to $185 billion dollars needs to be spent over the next 30 years.
