Primary and intermediate schools fear foreign student enrolments worth more than $20 million a year are under threat.
They say they've been blind-sided by the announcement of a government review of the sector.
The government has not explained what it wants to change, but principals are worried it wants to stop them enrolling children under the age of 10.
