The lead commissioner overseeing the running of Tauranga City Council, Anne Tolley, says she's shocked at its lack of investment in infrastructure.
Tolley was appointed head of a team of commissioners charged with overseeing Tauranga council in February.
She told business leaders yesterday the city's community facilities were the worst she'd seen in 30 years.
She spoke to Corin Dann.
