The country's high number of preventable road deaths has led some to blame a lack of progress on the country's "Road to Zero" safety strategy.
It was launched almost two years ago and is meant to deliver many kilometres of better roads, and stricter policing.
But it's failing to meet its targets.
Waka Kotahi chief executive Nicole Rosie spoke to Corin Dann.
