Retired Supreme Court of Canada Justice Thomas Cromwell tasked with reviewing Hockey Canada urged HC's next board of directors be engaged with only a one-year term, so to come to terms with the need to reform the organization. In a letter to then Hockey Canada CEO Scott Smith, Justice Cromwell on October 10 wrote, "there can be no serious debate that the level of confidence in Hockey Canada on the part of the government, sponsors, some members and the broader public has sunk to dangerously low levels."
