God knows what will happen before it happens. v10-- Isaiah's prophetic activity -- about 740 - 687 BC-- Persians defeated Babylonians -- about 539 BC-- Cyrus issues decree, Jews return to Jerusalem -- also 539 BC -- God knows what will happen in history about 150 years ahead--- God knows Cyrus' name before he was born.
