Mark Lerner (Co-Founder of the Stop Real ID Coalition and the Constitutional Alliance) identifies the 3 components necessary for a functioning global surveillance state:
1) Enroll all people; 2) adopt international standards; 3) Create a linked global data baseLooking at each one in more detail. First, enroll all people. By definition, enrolled in what? What is the only technology adopted internationally that permits total global enrollment and successful surveillance at the individual level?

What percentage of the world’s population is already enrolled and what is the projected date where everyone will be ‘in the system’?The second component necessary is the adoption of international standards. Getting world governments -particularly the major powers like the US, the EU, China, India and Russia to agree on anything in these days seems very hard to do. Are they in agreement on international standards for biometric enrollment?

The third component is to create a linked global data base.In these days when there is such concern with cyber hacking, and hostility between the major powers regarding data bases and data base security, a linked global data base for biometric data seems impossible unless everyone is being deceived into doing so. What is the reality of a linked global data base? Is there a linked database? Does this bring with it a great concern?
