ಭಾರತ ಸರ್ಕಾರವು ಮಂಡಿಸಿದ 2019-20 ಸಾಲಿನ ಇಂಟರಿಮ್ ಬಜೆಟ್ಟಿನ ಮೊತ್ತ 27.8 ಲಕ್ಷ ಕೋಟಿ ರೂಪಾಯಿ. ಅಂದರೆ ಪ್ರತಿಯೊಬ್ಬ ಭಾರತೀಯರಿಗೂ ಸುಮಾರು ರೂ. ಇಪ್ಪತ್ತು ಸಾವಿರದಷ್ಟು ಖರ್ಚು. ಈ ಅಂಕಗಳನ್ನು ಅರ್ಥ ಮಾಡಿ ಕೊಳ್ಳುಲು ಈ ಎಪಿಸೋಡ್ ನಲ್ಲಿ ಯತ್ನಿಸಿದ್ದೇವೆ.

ಗಣೇಶ್ ಚಕ್ರವರ್ತಿಯವರು ಈ ವಿಷಯ ಬಗ್ಗೆ ಸೂರ್ಯ ಪ್ರಕಾಶ್ ಮತ್ತು ಪವನ್ ಶ್ರೀನಾಥ್ ಅವರೊಂದಿಗೆ ಚರ್ಚಿಸುತ್ತಾರೆ. ಸೂರ್ಯ ಪ್ರಕಾಶ್ ಹಿಂದೆ ಕಂಪನಿಗಳ ಆದಾಯ ತೆರಿಗೆ ನೋಡಿಕೊಳ್ಳುತ್ತಿದ್ದು ಈಗ ದಕ್ಷ್ ಸಂಸ್ಥೆಯಲ್ಲಿ ನ್ಯಾಯಾಂಗ ಸುಧಾರಣೆಯ ಮೇಲೆ ಕೆಲಸ ಮಾಡುತ್ತಿದ್ದಾರೆ. ಪವನ್ ರವರು ತಕ್ಷಶಿಲಾ ಸಂಸ್ಥೆಯಲ್ಲಿ ಸಂಶೋಧಕರು. ಇವರು ರಾಜ್ಯದ ಬಜೆಟ್ಗಳು, ಡಿಫೆನ್ಸ್ ಮತ್ತು ಸಾರ್ವಜನಿಕ ಆರೋಗ್ಯದ ಬಗ್ಗೆ ಸಂಶೋಧನೆ ಮಾಡುತ್ತಾರೆ.

ಈ ಎಪಿಜೆಸೋಡ್ನಲ್ಲಿ ಭಾರತದ ಬಜೆಟ್, ಆದಾಯ ಮೇಲಿನ ತೆರಿಗೆ ಮತ್ತು ಜೀ.ಎಸ್.ಟೀ., ಸರ್ಕಾರದ ಯೋಜನೆಗಳು, ರೈತರ ಪರಿಸ್ಥಿತಿ, ಜನರರೋಗ್ಯ, ಡಿಫೆನ್ಸ್ ಮತ್ತು ಸಾಮಾಜಿಕ ಭದ್ರತೆಯ ವಿಷಯಗಳು ಮೇಲೆ ಹರಟೆ ಹೊಡೆದಿದ್ದೇವೆ.

The Government of India presented its Interim Budget for 2019-20 of Rs 27.8 Trillion on February 1st. This amounts to an expenditure of over 20,000 rupees per Indian. What do these numbers mean, and how should we citizens and taxpayers look at how the Government is planning to spend our money?

Ganesh Chakravarthi talks to Pavan Srinath and Surya Prakash BS to understand the Union Budget. Surya is a Chartered Accountant by training, has managed taxes for large corporations in the past, and currently works on judicial reforms at Daksh. Pavan has been working as a researcher and analyst at the Takshashila Institution examining state budgets, health and defence budgets for several years.

This episode includes discussions on the quirks of India's government budgeting system, on how taxes are levied, new schemes announced by the government, and expenditure on a range of subjects from farmers to health to defence to pensions and social security.
