Melburnians have been living under Stage 3 restrictions for more than three weeks.

Pubs, cafes and gyms are closed, hosting friends or family at home is forbidden, and someone even copped a $1,600 fine for driving across town to pick up a curry.

Today, new restrictions are coming into place west of Melbourne, in Geelong and on the Great Ocean Road, while from next week mask-wearing in public will be mandatory across Victoria.

So why, despite all the new rules, is the daily COVID-19 case count still rising?
