Victoria has come a long way, but eliminating COVID-19 is still beyond its reach.

The number of daily cases was tumbling, but lately it's plateaued.

That means the state won't meet its Sunday target for averaging five new cases a day, which would have triggered a relaxation of the rules.

The setback has inspired new levels of frustration and even fury amongst Victorians.

So should the state stay the course towards elimination? Or is it time to redraw the roadmap?
