Some cities are hurting.  Their infrastructure has eroded and there's nothing left for the citizens.  No opportunities for jobs or even recreation.  Just a shell of a city filled with poverty, crime, and corruption.  How do you fix that?  Sure the short answer is "vote," but I'm not talking about from a citizen's point of view.  

Let's pretend that you're the mayor of a major city filled with crime, a crumbling infrastructure, and citizens who are fleeing for other cities.  Where do you start to fix things?  The police department?  Construction contracts?  Where?
