The second episode intones the solemn Fixing of Social Security rite as laid out in the Great Liberal Bargain playbook. Toby gets in trouble FOR EVEN TRYING and then actually succeeds, but we'll never hear about it again because (in the Real World) the grand bargain won't fucking work and is just another pretendo bandaid that the technocrats want to lob back and forth for senior citizen votes.
