Verses 22 - 23 deal with the views of some traditional Vedic scholars, ritualists (Yajnikas), some schools of Samkhya philosophy, Atomists, Indian Materialists (‘charvakas’), Agamikas (followers of Pancharatra or Saiva Agamas).
